The Loddon Murray Community Leadership Program (LMCLP) is a nine-month journey of discovery – of yourself, the Loddon Murray region, and leadership.
The program aims to develop community leaders for vibrant and sustainable communities across central and north-west Victoria by building on participant skills, knowledge, ability and understanding so they can make a positive difference in their community.
An innovative experiential learning program, LMCLP provides access to an influential network of community leaders and resources across the region and beyond. Since its inception in 1998, the program has inspired and assisted over 350 people from all walks of life to make a significant difference in their local communities and the wider region.

We have had the misty rainbow on yandoit.net as a header image for quite some time now, so I am thinking it is time to change it.
So I am calling for submissions for a new image. It could be a single image photo or artwork, or a collage. Bear in mind the long narrow shape of the image, and that the text you now see would be overlaid on the image, so the upper left should be either light, as it is now, or dark, and I could change the text colour to a light colour.
Contact me if you think you have something. Photos taken on a reasonably modern smartphone, or a digital camera, or scanned from a print, should be of suitable quality.
A local Trade Fair will be held on Sunday 20 September 2015, 10am – 1pm at the Yandoit Hall to showcase and celebrate the skills, trades and creativity within the Yandoit, Franklinford and Clydesdale areas.
The Trade Fair aims to encourage the local communities to support, trade and buy locally. A Trade Directory of ‘where to go to get it’ with details of the registered local trades, skills, and creativity will be compiled and handed out on the day.
‘Trade, swap and sell’ are all possible: You may have items no longer in use that you are interested in selling or that could be exchanged for much needed skills, goods or services. The Trade Fair is a great opportunity to make that fair exchange.
There will be small cost of $5.00 per exhibitor to cover the hall cost and the Trade Directory.

We are missing about 8 Poll Dorset ewes with lambs at foot. They have tags with VALMA or RANNOCH printed on them, and are mostly green in colour. The ewes are December shorn.
They belong to my daughter and are important to us so I have been searching the district for the past two weeks. Unfortunately since the fires there are many damaged fences in the area so they could have wandered some distance.
If you can give me any information to help recover them I would really appreciate it.

”I received an email today from one of our ward councillors, Bill McClenaghan, advising that an error has occurred at the printers, who are contracted by Hepburn Shire to print and post out all rates notices, info sheets and free tip vouchers. The printers incorrectly applied the agreed allocation of free tip vouchers in reverse to Council’s intention.
As a consequence those receiving the new kerbside collections have been sent twelve free tip vouchers instead of two and those who opted out, or who were not in the service areas, have been sent only two free tip vouchers instead of twelve.
Cr. Bill McClenaghan assures that this error will be sorted out soon. Council’s contractors have accepted responsibility for this error and will be contacting everyone affected by it to explain. Residents will receive the correct number of vouchers printed in another colour. The orange vouchers are now null and void and should be discarded in your recycling.
In the meantime existing tip vouchers for 2014 – 2015 are still valid until their expiry date in about a month’s time.”

Dear Chroniclers and Netists, I have an apology to make: Margaret Hazler has been a member of the Yandoit Park and Recreation Committee for at least thirty years and has been of invaluable assistance to the Community of Yandoit for her long residence here and her involvement in the Hall committee and numerous community events. Combined Hepburn Shire Ward and Hepburn Health Meeting, July 30th.
Residents of Yandoit, Clydesdale, Franklinford and Shepherd’s Flat are invited to hear from Hepburn Health about what services they provide and to let them know our health needs. Hepburn Health have been surveying the Shire and now it’s our turn. We’ll also learn about
- the Home and Community Care (HACC) program operated by the Shire and planned changes for next year
- mobile phone black spot location plans;
- kerbside rubbish collection rollout; and
- rubbish facilities for those who opted out of kerbside collection.

Report from Kerbside rubbish community meeting in Yandoit
Around 50 locals turned up to the community meeting with ward councillors in April to raise concerns about Hepburn Shire’s proposal to introduce kerbside rubbish collection to outlying hamlets including Yandoit, Clydesdale and Franklinford.
Major concerns
Of common concern was the survey approach in which a non- response from residents was counted as a yes vote. This was particularly concerning given a number of residents did not receive survey forms. Survey data across all Shire hamlets shows that 60% responded with 48.5% voting yes and 51.5% voting no. In broad terms this means 6 out of 10 responded, 3 out of 10 said yes and 3 out of 10 said no. In our area 8, which takes in Shepherds Flat to Clydesdale, including Franklinford, Dry Diggings and Yandoit, 241 properties were surveyed with 164 responses. Of those who responded, 76 indicated no and 88 yes.
Hepburn Shire’s Waste Management Strategy 2014 committed to ‘determine community acceptance for extending kerbside collection and extend the service where community support’. Can a 60% response rate with 48.5% approval be regarded as community support?
Beyond the survey methodology residnets espressed the followin as major concerns:
- Impracticability- for many on large acreages and farms transporting bins to the front gate, across formidable terrain, is a challenge. This is especially the case for frail residents and those with health problems.
- Current system works well -residents have set up excellent systems to separate, minimise and transport rubbish to transfer stations;
- Safety and burglary– bins left out on the street is of concern for weekenders and runs contrary to Victoria Police burglary prevention recommendations. Currently weekenders take rubbish back with them and this remains their preference.
- Inaccessibility for trucks- narrow dirt roads are common across the hamlets and these are inaccessible for trucks to turn around;
- Rate rise– additional cost is not welcome to residents who are happy with the existing system and don’t want bins or kerbside collection;
- Green waste: Yandoit has an excellent green waste system in place;
- Increased waste– providing bins where none have existed before has potential to increase rather than decrease rubbish;
- Aesthetics– kerbside collection will encourage location of bins at front gates, not an attractive look in the country. Bins on the street are more liable to be blown over or knocked by animals, creating more litter.
Additional questions from residents to the Shire
- Many residents were unclear as to which streets and homes are included or excluded in the Shire’s plans. Shire Maps have been prepared but clarification is still needed.
- What is the Shire’s motivation? Is it environmental or it is cost cutting?
- Has the Shire factored in repair and regrading costs to damaged and corrugated roads caused by heavy trucks especially after rain?
- Is the shire open to developing other waste management strategies?
- Have alternative cost saving measures been considered and, if so, what?
Suggested strategies for waste minimisation
These included recycling, worm farms, composting, community education and reduced packaging.
Choice
The vast majority of meeting goers confirmed their wish to opt out if, or when, the scheme is introduced.
Community consultation
Residents asked for further discussion and consultation with the Shire before any implementation, including the suggestion that the Shire sample a number of residents to ascertain how rubbish is currently managed and explore potential options for reducing waste and costs.

Anyone interested in the curbside rubbish/recycling debate, there is another meeting at the Daylesford RSL this Monday the 11th of May at 9.30am. Then the big one at the Daylesford town hall, spread the word we need to pack this hall and show the council that we are not happy the way this vote/survey was conducted, on Wednesday the 20th of May at 7.30pm.
Time is running out, I would like to inform everyone that Ian Tinetti has organised a meeting at the Daylesford RSL this Monday, the 4th of May at 9.30am.
Ian is also organizing a meeting at the Daylesford town hall (date to be announced), for the whole community.
I encourage everyone to go to the meeting and show your support, heave some input and help plan the bigger meeting at the town hall.
